European Partnership for Integrated Sustainability Management

To promote the IMS model European-wide, a European Partnership for Integrated Sustainability Management has been launched within the CHAMP project in June 2011. Currently the search for National Training Hubs in European countries is going on!

Aim and Vision of the European Partnership

  • The European Partnership aims to mainstream an integrated approach to foster sustainable development in European cities and regions.
  • The European Partnership serves cities and regions that are aiming at sustainable growth and thus require new skills and capacities.
  • The European Partnership focuses on developing common capacity building services through National Training Hubs for local and regional authorities with a special focus on an Integrated Management System (IMS) for Sustainability.
  • The European Partnership aims at identifying synergies between different initiatives and projects on sustainability and climate change.

Structure of the European Partnership

The European Partnership consists of several National Training Hubs in different countries throughout the EU-27. These National Training Hubs are made up by either one or several organisations that are capable of giving trainings to cities or regions.

By promoting and developing mutual learning possibilities and exchange of experiences between the member organisations, the Partnership supports them in organising training programmes and awareness raising on the national level.
Cities or regions are generally not part of the National Training Hubs, but rather considered their clients. In addition, the Hubs help avoiding duplication of work and create synergies. Capacity building and dissemination are facilitated by the National Training Hubs in each EU member state.

Through the platform of the European Partnership (www.localmanagement.eu) guide books, training materials and other capacity building materials can be shared.

Role of National Training Hubs

  • They represent the partnership on the national level.
  • They train cities as well as trainers to implement and mainstream IMS and EU sustainability policies.

Role of other partner organisations:

  • They are willing to support the mainstreaming of EU sustainability policies and integrated management.
  • Examples: universities, consultancies, networks, research institutes etc.
  • They can also become part of the National Training Hubs.

Role of cities and regions

  • They are clients of the National Training Hubs.
  • They can be partners in case they wish to, but it is not the main focus.

The Italian Local Agenda 21 Association was set up in 1999 to spread Local Agenda 21 and promote sustainable development models whose members are those Municipalities, Provinces, Regions and other Local Authorities and all the protected areas management authorities that have promoted, adopted or intending to adopt a Local Agenda 21 Action Plan in the short term. The Coordinamento Agende 21 Locali Italiane is a very consolidated network that counts 510 members (municipalities: 369, Provinces: 45, Regions: 11, local authorities consortium, mountain communities and Natural areas: 27, supporters: 58).

Forum of Adriatic and Ionian Cities
On the initiative of the Municipality of Ancona and the Italian National Association of the Municipalities and with the approval of the Charter of Ancona, the Forum of Adriatic and Ionian Cities was established in Ancona in 1999. This association brings together the coastal cities of the 7 countries of the Adriatic-Ionian Basin: Italy, Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania and Greece. The Forum aims to build and develop the economic, social, environmental and cultural heritage of the Adriatic and Ionian coastal cities and to collaborate on European integration and enlargement. It pursues this goal by promoting innovative forms of decentralized cooperation and partnerships between local authorities of the member countries.

Lake Constance Foundation Lake Constance Foundation
Lake Constance Foundation (LCF) is a charitable environmental organisation created by six NGOs from Germany, Austria and Switzerland. Main objective of LCF is to protect the environment – especially water ecosystems – and to support sustainable development of lake regions. LCF coordinates model projects on sustainability in the Lake Constance Region and is also involved in European wide initiatives.

Lake Balaton Development Coordination Agency (LBDCA) is a Hungarian public non profit company established in 2000 to promote the development of the Lake Balaton Resort Area. Lake Balaton is the largest freshwater lake in Central Europe and one of the most significant natural treasures of Hungary. However, the lake is very vulnerable due to its very shallow profile and heavy reliance on tourism. LBDCA is working with domestic and international partner organisations to launch forward looking initiatives focused on sustainability issues. The aim of LBDCA is to provide effective assistance so that the Lake Balaton and its vicinity should become one of the most attractive regions in Hungary and Europe.

The Observatory on Sustainability in Spain
The Observatory on Sustainability in Spain (OSE) is an independent organization that was set up in 2005 as the result of a collaboration agreement between the Spanish Ministry of the Environment and Rural and Marine Affairs, the Biodiversity Foundation (Fundación Biodiversidad) and the Alcalá University’s General Foundation. The OSE’s mission is to stimulate social change towards sustainability by providing the best available information for decision-making and public participation. OSE rigorously collects, processes and assesses basic information on sustainability in Spain (current situation, trends and future scenarios), always taking into account the environmental, social and economical dimensions of sustainable development.

Foundation of Professional Training in Public Administration in Sibiu, Romania
Professional Training Foundation in Public Administration from Romania, Sibiu, was founded in 2000 with the main idea of development for continuing training in the field of public administration in Romania. Foundation works in cooperation with several state organizations and other NGOs. To achieve the overall goal, FPA with all partners, promote research for science, in the field of development, research and innovation,to create some form of training designed to improve staff training in administration, but also for the benefit of citizens using the services of training. From theoretical form, last year they started to accessing European projects, designed to align the professional training in Europe.
